Aims & Objectives:

SCUBE-ICT’s mission was threefold:

(i) to assess the potential for ICT R&D co-operation between the EU, Belarus and Ukraine
(ii) to increase ICT R&D collaboration between EU, Belarusian and Ukrainian R&D organisations
(iii) to facilitate ICT R&D policy dialogues between the EU, Belarus and Ukraine.

Short description:

At Research / industrial level

Step1: Stimulate and inform

  • Analysed the Belarusian and Ukrainian research and industrial ICT domain.
  • Created a ‘pool' of key ICT players from Belarus and Ukraine to promote the collaboration with their EU counterparts.
  • Implemented a promotion / publicity campaign to inform both the ICT research community about the collaboration potential among EU and Belarusian/Ukrainian actors.
  • Developed the web-portal acting as a virtual gateway to EU-funded ICT research;
  • Organised a series of info-days and training workshops to a) share insight on emerging opportunities under FP7-ICT Calls for Proposals, and b) enhance the skills and experiences of competent ICt actors towards their participation in EU-funded research activities

Step 2: Support Collaboration

  • Elaborated a number of publications to provide the ICT research community from the EU, Belarus and Ukraine solid and comprehensive information on the ICT R&D priorities of the targeted countries as well as emerging collaboration opportunities.
  • Developed and enriched an on-line database with profiles of Belarusian and Ukrainian ICT R&D actors to promote their competencies and support their involvement in EU-funded research activities.
  • Organised a series of networking events in EU, Belarus and Ukraine to create a communication interface facilitating personal contacts and the exchange of ideas.

Step 3: Advise and Consult

  • Assisted highly motivated ICT actors from the three regions and support their collaboration under FP7-ICT research activities.
  • Developed a number of Joint Action Plans outlining the collaboration between highly competent and motivated Belarusian and Ukrainian ICT actors with their EU counterparts and suggesting specific actions towards the formation of a common research strategy.

At Policy level

  • Identified and analysed existing and future commonalities and differences in ICT R&D policies between EU and the targeted countries.
  • Organised policy/consultation workshops in Belarus and Ukraine, to support and facilitate policy dialogue towards future cooperation directions in the ICT Research and Development field.
  • Developed a Roadmap towards a Joint Strategy for ICT R&D, including recommendations on future cooperation directions to key policy makers.
