The overall aim of SCUBE-ICT is to upgrade strategic cooperation between the EU, Belarus and Ukraine in the field of ICT R&D by implementing support actions on two levels:

(a) Research and industrial level: Deploying supporting activities to increase Belarusian and Ukrainian participation in FP7 and to provide ‘advanced’ services aimed at creating long-term co-operation between key Belarusian, Ukrainian and EU research and industrial actors.

(b) Policy level: Assessing collaboration potential on a policy level and initiating and supporting an open consultation process for ICT R&D policies in the three regions.
